I would like to re-format my drive, but I dont want to lose all my MSN emoticons that I've saved so far. Is there a free program to manage the emoticons and also to back them up?

It's a free tool to use, But you have to find your Passport Unique ID. This is somewhere in the settings page, it took me 20 mins to find at first but then it'll work flawlessly. You can backup DP's, emoticons, and all the other things you wish such as backgrounds and it'll restore it.
Check somewhere.. here for your Passport ID.

Make sure you write down your Passport Unique ID so you can restore it with ease as well.
Make sure you select where you want to back up all the things and then copy that folder along with all of your other things. You can restore everything after the reformat, just open that folder with it.
